Treasury bonds. And he didn't accumulate all that debt during his adminstration. US government has been running up a tab all the way back to the early 60's when LBJ decided he wanted guns AND butter. (Kudos to the Clinton/Gingrich team who did give us a surplus for a couple years.) Although it is the people who vote for their representatives. So, in the end, the people are the ones to blame. We want a balanced budget but we like tax cuts, entitlement programs, etc. etc.
