If it can use SASL it can use saslauthd. svnserve isn't the problem,
it's the svn client.

Instead of using:

pwcheck_method: auxprop
auxprop_plugin: sasldb
mech_list: DIGEST-MD5

You would use:

pwcheck_method: saslauthd
mech_list: PLAIN
