The Group Policy-based Computer Startup and Shutdown scripts work with Windows 2000 and later releases. Pretty easy to do, just specify the script name. If you don't want to do the domain Group Policy, you can edit the local policy object on any computer by running GPEDIT.MSC directly on that computer.
