Correct, you can delete them. They are there so you can uninstall a patch via add/remove, killing those folders just disables the smooth rollback of a patch. In my experience, if a patch hasn't caused a problem in two patch cycles, it's not an issue. The only time I have rolled back many months of patches was from a server cloned from another one and an SP was applied which was in conflict with an earlier patch for some reason (TCP Chimney or something I think, not sure now). So you can delete the uninstall folders under the Windows directory?
