Malcom, Not all companies can afford to have separate server for DHCP. As consultants, we find DHCP service running on DC much more often than not.
(1) What is wrong with separate DHCP server for each site? (2) This company is splitting and that site needs to be administered by some "outside" guys who will not be domain admins at this time.
