Jay,

I'm not denigrating your client's configuration, just asking a legitimate 
question. You can certainly run DHCP on a DC, however you run in to the 
administration limitation you've just found. If administration by 
non-domain-admins is a concern, host DHCP on file servers, app servers, routers 
- basically anything but a DC.

1) There's nothing inherently wrong with DHCP servers at each site, but it 
often isn't necessary. If I have a multi-site network, with robust 
connectivity, I usually want to centralize DHCP as much as possible. Add a 
helper address to the local site routers and set up a central DHCP server. For 
small sites on poor or unreliable connections, DHCP can be hosted on the local 
site router or file server.

2) Hopefully you can move the site's DHCP service off to another host.

Not all companies can afford to have separate server for DHCP. As consultants, 
we find DHCP service running on DC much more often than not.

(1) What is wrong with separate DHCP server for each site?
(2) This company is splitting and that site needs to be administered by some 
"outside" guys who will not be domain admins at this time.
