Id say, virtualize the applications and stream them to VDI workstations, and connect to Thin clients and skip the workstation refresh and have applications on demand, without the need for VM spawl. You get the application on the vm you log into based on what group you are in and best of all, its all virtual so you aren't loading the entire application on the PC makes it simple to just reboot the VM in undoable mode and be done with it.
Either that or use Terminal Services with Virtualized applications and use RDP to serve them up, again skipping workstation refresh, why even spend the time on Citrix anymore, it's a PITA to admin and profiles, and printers, YUCK..
