+1 for jkdefrag. It uses the Windows Defrag API to do the brunt of its
work so it is just as safe (in theory) as using MS Windows Defrag but a
ton faster with file optimization. The command line version has a ton of
switches that allow you to specify the level of defrag/optimization and
even change the optimization schemes for those who like to fiddle!

Contiguous, meaning its one inline file (no fragmentation.) The
min/max settings are set to identicle values to prevent automatic
growth should for some reason, the OS decide to do so.

The size depends on the system and memory use, but usually I hard-code
what the recommended value is listed as.

I second Michael's recommendation for jkdefrag.  Its an excellent free
tool.  If you are on the x86 platform and using the GUI version, it
also uses sysinternals tools for defragging the pagefile and registry.
