Not always true. If an item is hard deleted from a folder and the "DumpsterAlwaysOn" registry key is set (set by default in Outlook 2007 and above) you can recover items from the folder in which they were hard deleted, not from the Deleted Items folder.
And to the original poster: PSTs do not support a dumpster. The dumpster is a flag in the Exchange database store, per item, maintained in a hidden index that doesn't exist in a PST. When you recover deleted items, the items are recovered to the "Deleted Items" folder. You can then move them to wherever you want. Why do you need a redirection here? But your problem seems to be that the items were originally in a PST file. In that case, server-side deleted item retention isn't going to help you. You need a backup of the PST file...
