We use Van Dyke Software's Vshell server to make Windows boxes SSH servers. It's not free, but has a 30 day tryout and you can probably get a couple connection version for around 300 - 400. We use the unlimited Enterprise version which is more.
Support is as good as Sunbelt's with email(in my experience) and we use AD credentials to authenticate to servers running it in our Domain as well as local and key based auth.
