You should contact your Microsoft Licensing person for the answer. If I were a Microsoft Licensing person (And I am not) my answer would be you need 1700 CALS, or processor licensing (Per processor on the SQL server no client cals required). Whichever is more cost effective for you.

No one is directly connecting to the SQL box but their app talks to one server that is making the connections for it.
