Thanks for replying...literally in the time between posting and waiting for
all you clever dudes in the US to get to work :-), I have managed to fix it.

The solution was not very elegant and probably a bit risky but involved
renaming every "PATCHES" key (not value) in the Registry to PATCHESOLD
(avoiding anything titled APPPATCHES). I fully expected it not to work, but
when this was completed, the next WSUS update downloaded and installed all
the Office hotfixes (from scratch). It worked a treat.
