If you enable Metabase Auditing, then you'll get events logged when IIS 
configuration changes:

I had some IIS issues today… our main DC is running a small intranet website 
for us and I just found out about 30 minutes or so ago that it has been down 
all day (wonder why they never tell me these things!?!?! :)) I fussed around 
until I figured out what the problem was… in IISAdmin, there was a setting to 
enable/disable certain extensions. One of the extensions that was disabled as 
asp.net V2.0.50727. Now, I know that our website is an asp.net website, so on a 
hunch, I re-enabled that and that fixed it… However, I’m at a loss as to how it 
got disabled… I’m about the only one who ever logs onto that machine and now 
I’m scratching my head. I did do a windows update last night….  Any ideas what 
would have caused that ONE extension to be disabled?
