  The way I would do this would be a third-party encryption program.
That way you can use any brand of USB flash drive, or any brand of USB
hard drive, or indeed, any brand of anything.  You can even use floppy
diskettes, if you like.

  Most software needs admin rights to install, so the IT department
has to get it installed everywhere for the users.  I see that as the
job of IT.  Use whatever method you like, GPO, computer startup
script, walking around to each PC, PSEXEC, etc.

  PGP Inc and PKWare both offer payware encryption programs.

  TrueCrypt is an open source disk encryption utility; free.  I'm told
it doesn't need admin rights once installed.
