Windows Server 2008 has it's own built in Printer Migration tool built in
for backing up and restoring printers.

You are probably correct about having issues with the 32-bit drivers trying
to migrate to a 64-bit system.  Server 2008 supports 32-bit drivers but
require the 64-bit version first.  So I think you may have to re-install
these from scratch this time.
