Web conferencing or just voice conferencing?
We've had great success with www.yugma.com for free web conferencing, though it's been awhile since we last used it. The teleconference portion is also free, although standard toll charges apply: "Yugma provides its community with free teleconference services. The service can be reached by making a standard toll call to +1-605-475-4261 (U.S. telephone number). This number is displayed at the top of the Yugma Control Panel. Standard toll call charges apply, which are billed directly by your long distance telephone company. There are no additional fees charged to you by Yugma for using the teleconferencing service. The teleconferencing service can support up to 500 callers per session."
