Squid is a good option.  We have used this in the past.  We found that most
of our bandwidth abuse was on non work related streaming media, YouTube
etc.  In my organization less than 1% of streaming media is legitimately
work related.  Block streaming media, and I would anticipate your bandwidth
charges decreasing.
