You can't use ISA without the firewall, because, well, ISA is a firewall,
but I know what you mean there. The answer is yes, ISA makes a good caching
web proxy server. Lots of good how-tos at www.isaserver.org.

My bandwidth charges are starting to grow each month.  We're looking at
something like ISA but without the firewall...any ideas? Or can I use ISA
and just not use the firewall?  
basically a caching server....or perhaps there is something that I can
integrate with my Sonicwall?
