It could be macro security in MS Access.  We use run time access 2007
and had to issue a reg hack for some of our db's.  With full blown
access 2007 you can do this in via Access general options.  You do
have to check "allow network bla bla bla...."

Just a shot - we had this from day one of deploying office 2007.
