Also, turn off the "phishing filter" i.e., Smartscreen.

Do you have the compatiblity service pack installed? If so try setting it to
always use it. Ive found that it gets rid of most problems when it comes to
certain sites.

I have been seeing similar behavior.  Simply pressing F5 seems to let it
connect.  It is almost like a race condition where it times out connect
attempts before presenting the tab [page].

Try disabling plug-ins to see if it's being caused by one of them?

I am using IE8 on XP SP2 without the problems you describe.
