Here is what I have had to do on 3 systems for iPhones to work with Activesync on Exchange 2003.
Go to Exchange System Manger Admin Group Domain Servers "Servername" Protocols HTTP Right click "Exchange Virtual Server" Uncheck "enable forms based authentication" OK your way out.
