When I open my Printers folder, and go to File -> Server Properties -> Advanced, I can modify the "Show informational notifications for network printers" box. So I believe that's a per-user setting, since my day-to-day account doesn't have admin rights, and thus shouldn't be able to modify a system-wide setting.
