Create a second logical printer for those users?

on another server and point those few users to the new queues?

Is there a way to enable the pop-up printer notifications for an
individual user when printing to a server-based printer?  Most users
don't want to be bothered so we have that turned off on the server,
but I have one or two who want the notifications.
