My shutdown scripts stop services first, and check if they are still
running before executing the shutdown. If they dont stop after so many
tries, they all get restarted and I get notified. Its all batch using
Sysinternals tools.

Nothing is perfect in terms of automation. The rest is user behavior
modification.
