What has/is happening is people subscribe and decide they don't want it any more. So they report it as spam and a legit list ends up getting blocked en-mass when enough people do the same. It is a problem that has haunted the big email providers for a long time, especially for high volume lists/op in mailers. This looks like a decent try at solving that problem.
