Very subjective question. A lot depends on internal politics, not necessarily technical issues. MS is really pushing single forest and single domain, unless you have good reasons to do otherwise for Windows Server 2008. How big are the environments at each site? How many users? What are the forest functional levels? Growth considerations over the next 3 years? Do you see new AD sites coming online anytime soon?
