+1 for Zamzar, I've used the site several times with surprisingly good results. As you mentioned however, if the original file is just an image wrapped in a pdf file, what you will get back is an image wrapped in a word file - still not able to be edited. And if you are going to OCR it anyway, most OCR software will put output to Word or Rich Text Format.
