No, it doesn't. Windows 7 comes in both Ultimate and Enterprise editions which still have the same sets of rules around them that Vista did (you cannot upgrade from Ultimate to Enterprise for instance). You should only have access to Enterprise if you have Software Assurance. Windows 7 from MSDN will have the same rules and limitations as any other software that is downloaded from MSDN. I have used both Ultimate and Enterprise versions of Windows 7 and have found no differences as far as the software is concerned, so I would highly suggest NOT using Ultimate in a business environment where Enterprise will be used simply due to the fact that you cannot upgrade to Enterprise at a later time.
