Okay a while back there was a discussion going on about the strange and wonderful world of UTF encoding of text in Outlook. I was modifing a system recently and found under Tool, Options(Tab), Mail Format(Tab), International Options(button), at the bottom in Outlook 2007 the UTF-8 control. I only see this issue when reading in Gmail and don't plan on changing to using Outlook for reading list mail so if someone wants to do further work and determine which setting works and which does not have fun.
