Yep I also recall being told the Dell and HPQ racks at least are APC based.

I have always had Avocent KVMs either directly or rebranded by Dell/HP and have 
been fairly happy with them. The newer ones that do everything over CAT5 are so 
much easier to deal with than earlier generations where you had massive thick 
cables running all over.

As far as the original question about the power strips, these typically go 
either both on one side or on either side in the back of the rack. The 
advantage of both on one side is that all the cabling exits the arm assembly in 
one place, so, if you put them on either side you're going to need to run a 2' 
length of power cable outside the arm back to the strip. This gets messy.

Dell (and HP) also usually are willing to come setup the rack(s) and rack/stack 
all the servers, devices, etc for a relatively small fee. They do a good job 
and it's a lot cheaper than paying for IT FTEs to go out and do grunt work for 
a day or two.

FWIW, HP and IBM also make nice rails for their servers, and they all fit 
nicely in "Dell" racks as well.  (Dell in quotes because, as hinted, it is 
believed that APC makes them.)

I'd consider bids from both Dell and APC.

I do know that PDUs from TrippLite are a royal pain to mount as "Zero U" on a 
Dell rack!

One thing, though...  I don't feel like the 15-mile round trip to go verify, 
but I believe the KVM console is made by TrippLite on our newest Dell rack.  
This is the one single item we have voted most likely to be smashed in a fit of 
anger.  It is quite slow to respond.  Worse, the Shift key on the left has been 
split.  Half of what should be a Shift key is a Menu key.  Typically, when one 
is having to go into the machine room and log in at the console, it is in less 
than happy circumstances.  Now, imagine that after you think you've entered 
your password, you look at the screen and -rather than seeing the admin 
desktop- you see the login screen with a few "*"s in  the field and then a 
weird little menu box in the upper left corner...
