Extended ASCII like £ that is ALT+0163 and not ALT+163 are note recognized by many systems (i.e. Cisco VPN client)

It used SQL 2000 to keep track of permissions for logging in, and it really barfed on high-ASCII characters in the password. Wouldn't work at all.
