  All you know for sure is that your ping's don't get a response.
That could be because traffic isn't making it to the other side, *OR*,
it could be because the response from the other side isn't make it
back.  I'd start by using a sniffer to check.

  Don't forget, IP routing is stateless.  Routers don't care "where a
packet came from".  You need routes to the local networks in the
routing tables of the routers at each end of the connection.
