I am wondering here, just hypothetically speaking, if some renegade out there 
compiled it up and made an installer and gave it away for free, so you don’t 
have to fork out $50 for a precompiled binary, just for the heck of it, would 
there be anything legally wrong with that? Morally probably. But otherwise?

For some value of 'correct', I would say not correct. Openxtra is a
3rd party offering of the Win32 binary version.

www.ntop.org is your better bet. There may be a small fee for the
Win32 binary version there, but the source is still freely available.

Luca believes that it's reasonable for those who want a pre-compiled
Windows binary to pay a few bucks to subsidize his effort, but that
anyone sophisticated enough to do the compilation themselves should
have at it.

Of course, running it on *nix is preferred anyway.
