I hate to be "that guy" but do you have any details as to how to do it, step
by step?  I have no idea how to use STSADM, etc.  When you say to "Create a
new environment" does that mean to just install SharePoint and run its
default install site?

Create new environment.  Backup old envrionment using STSADM.  Restore
environment to new environment.  Make sure perms are still in effect...
