Unfortunately many companies use SSN to run credit checks and/or background 
checks on potential employees.  They are within their rights to *_ask_* for it, 
and AFAICT you have no legal recourse.

I've been unable to volunteer for a local group working with kids because they 
insisted on an SSN for a background check and I wouldn't provide it.  They had 
no privacy policy, and no guarantee that they would erase the SSN from their 
records, so ... they lose my volunteering.
