It's a compromise, as are so many things. You want something that can render HTML, yet do so safely.
You don't want to have the same issues with "modern" email programs using the full IE rendering engine that Outlook 2003 did. You don't want to invest in multiple editors, that not being a good use of engineering resources. Etc. etc. blah blah blah.
