If the Outlook profile is deleted but not the NT profile, it should be there. If the PST is not in the default location, it simply means they moved it. If you do a search of the computer using *.PST and include hidden files/folders (or enable the view of them in Explorer and include known file extensions), you should be able to find it. They may have moved the PST to a CD, USB key, or deleted it as well.
