We block anything over 10mb from coming in or going out at Exchange and our colo. We block anything larger than 5mb internally. We have directed people that have legitimate business needs to transfer large files to use FTP and give them CuteFTP for it. If they don't have a legitimate business need they don't get FTP access. If departments need to share large files between them, we have network shares that provide that capability.
