This has been true of all recent versions of Windows, IME Disabling the service has more implications in Win7

I'll be the first to admit that I don't know Windows 7 as well as some here do, but IIRC, even if you have the firewall set to "off" it's still on unless you go in and disable the service entirely. Check the vipre network install instructions for how to disable it entirely.
