Because "Internet circuits" generally mean you're standing in line with everyone else, including the guy down the street torrenting every Linux distro known to man, hordes of compromised zombie PCs, etc. Dedicated circuits generally have dedicated resources, SLA, CIR, etc. I would still always recommend some kind of encryption between sites.
