Right, I said "not US". :) Outside the US the US government's wiretapping policies have little pull. But I would still be surprised if the CIA wasn't watching PRC, AUS, UK, etc. -- just like I would be surprised if their intelligence organizations weren't watching us. And CIA doesn't monitor domestic US communications.
