Use ZIX. If the person your are emailing is not in their directory, they get a basic email with a link to login to a portal site and view the email encrypted. If they are in the ZIX network, then it goes straight through because you are encrypted end to end.
There are lots of resellers out there. Averages between 75 and 90 a user per year that are sending email. It costs nothing for the people you are sending email. We have a client using it to send statements, appointment reminders, test results, all opt'in of course.
