How do they make it cheaper then?

How is it simplified from MPLS if they have to have the MPLS in the
first place?

I think it is MPLS but by hosting services rather than phone carriers,
who would use the phone carrier's MPLS circuits as the backbone.

Well, by extension, that seems rather simple.  It's a four letter word
that begins with t, followed by h, that ends with at.  I find that very
often things are explained by where you is at.
