If you deployed the proxy as a registry update in Group Policy Preferences instead of using the policies in Internet Explorer Maintenance, you could configure the GPP only to execute when the machine picked up an IP address in a certain range.
You could even put together two GPP objects, one for inside the network, one for outside.
