Tape Library is going to be your best, and most inexpensive, bet. You can get some good libraries, using LTO5, and end up with 1 or 2 tapes for your backups. And tape libraries don't have to be huge. The Dell TL2000 is a 2U device, with LTO4 drive. We use an LTO4 library here, and our weekly backups are over 2TB easy. Due to the way the backup jobs are setup, etc. I end up with 7-9 tapes each week, that I take to one of our other offices, 5 blocks away, and store in the basement server room there. Our monthly backups get sent out to Iron Mountain.
I have to agree with other posters, though, that the VP is not the best option for offsite storage.
