Monitoring implies recording.  You need a system, and the camera is but a
part of it.

Also, what law or rule is requiring this?  I know of one location that has a
large tank which is currently unmonitored, but it is secured by chainlink,
razor wire and what appears to be a quite strong lock/chain.
