Better lop off your arms and legs too .. you might "terrorise" someone
by kicking or punching them!  Any decent risk analysis of the situation
would highlight health and safety as the primary concern (it might just
hurt someone if it blows up!) and criminal activity as the next (ie.
basic theft or malicious use in a "normal" crime).  Terrorists are most
likely to be native first of all, not foreign or anything to do with
world events; and secondly, you probably believe you're likely to win
the lottery on a regular basis if you believe you're genuinely at risk
from such an attack!
 
Considering the massive explosion here in the UK at Buncefield some
years back (http://en.wikipedia.org/wiki/Buncefield_fire) due to
inadequate monitoring and H&S precautions, I would have imagined any
regulatory need for this request would be from that angle.  My
recommendation in that case, as others have stated, is to get a
professionally installed and certified system put in.  Anything less
could lead to liability questions.  As with anything regulatory, your
company should have a legal view on the legislation and documented
approach justifying your compliance with it.

I  can see al Qaeda planning to use a propane tank behind a carpet
distributor as the next terrorist attack in the US.  Better get on it.

 

Wonder if we should monitor the 400 gallon diesel tank for the generator

I don't know what "law" is requiring this, but I know that it's related
to homeland security. We have a large propane tank here and apparently
the "gummint" is worried about it being used as a bomb or something...
not that it would likely damage anyone except us... *sigh* Gotta love

Monitoring implies recording.  You need a system, and the camera is but
a part of it.

 

Also, what law or rule is requiring this?  I know of one location that
has a large tank which is currently unmonitored, but it is secured by
chainlink, razor wire and what appears to be a quite strong lock/chain.
