Ok, I got some more information from the engineer/maintenance manager - it appears the concern is less about blowing up OUR tank, as it is that someone will steal propane from our tank to use for hostile intent. To that end, they want us to make it difficult to access the tank as well as monitor the tank. I agree with the recommendations to hire a security company to handle the installation and monitoring of the camera and that's what I've recommended. If that doesn't work, I'll look at some of the suggestions from this list.
