Or even just use search and replace to turn the list into a csv format. If you can convert spaces into tabs you can then clearly see if the data is contiguous or needs a column shifting, then put in spaces and commas. Word is very good at 'cleaning' data and then you can paste into excel and save as CSV.

That's going to be hard, because there's nothing to tell the computer what's a name, what's an address, etc. Perhaps there is a product on the market that will apply heuristics to the problem.
