Well it is legal, as far as I know anyway. I helped a client of mine pursue 
this a few years back. The ISP he hosted with, whose name escapes me (IX 
something?) Provided it as an add-on to hosting services. 

Now about this "friend." I'm led to believe that's a stretch of the definition 
of the word?

Like -sc, it doesn't really count if there are "service fees" involved.
